A recent European Commission report has found that 1.4 million Romanians are working undeclared.


  • The report suggests that this could be one explanation for the high levels of long-term unemployment in the country.

  • In addition, there is a skills deficit, particularly in digital skills.

  • The European Commission has published a detailed analysis of employment, skills, and social inclusion for several countries, including Romania.

  • The challenges identified in Romania include the underdevelopment of skills - especially digital skills.

  • Just over 27% of Romanians aged 16-74 had at least basic digital skills in 2023.

  • This compares with over 55% in the European Union.

  • This carries a high risk of poverty and social exclusion, particularly for children, people living in rural areas, women and vulnerable groups.

  • The report also shows that the participation of adults aged 25-64 in training courses in the last 12 months was only 19%.

  • This is well below the EU average of over 40%.

  • The document stresses that the challenges of skills development must be addressed quickly.
