Just two months after legalizing recreational cannabis, the German parliament has voted to amend the law, tightening restrictions, particularly for drivers, according to dpa on Friday.
The amendments, passed Thursday evening, also include additional provisions for cannabis cultivation in so-called cannabis clubs to prevent the emergence of large-scale plantations.
Cannabis Legalization in Germany
After years of debate, Berlin approved new cannabis legislation in February, allowing German adults to legally possess,purchase, or cultivate marijuana, albeit with strict regulations and limits in place.
Under the law, which took effect on April 1, adults can carry up to 25 grams of marijuana and no more than 50 grams can be stored at home. Up to three cannabis plants can also be cultivated at home.
Public consumption of marijuana remains prohibited near children, schools, daycare centers, playgrounds, and sports fields, as well as other places.
Cannabis Clubs and Cultivation
In addition to home cultivation, adults can join so-called cannabis clubs, whose members will be able to cultivate the drug together and supply each other, starting July 1.
The law was passed through parliament by the center-left governing coalition of Chancellor Olaf Scholz.
Opposition and Ongoing Debate
The conservative opposition bloc CDU/CSU, however, continues to demand a change of course and to once again outlaw marijuana in Germany.
New Amendments and Restrictions
With the new amendments, the German parliament has introduced a limit of 3.5 nanograms of the active cannabis ingredient, Tetrahydrocannabinol (THC), per milliliter of blood for drivers.
Due to the risks of mixing marijuana with alcohol, those who have consumed cannabis will now be prohibited from driving under the influence of alcohol at all. In Germany, the accepted blood alcohol limit for drivers is 0.05%. According to the new rules, drivers will now be prohibited from driving under the influence of cannabis.
Federal States and Implementation
In addition, the German federal states have been given more leeway in implementing the law, for example by inspecting cannabis clubs.
